    Agency Officers and Members – Biographies

    • Jennifer M. Flad, Executive Director, has worked for the IDA since June of 2013, and was appointed Executive Director of the Agency on January 9, 2017.  Prior to coming to the IDA, she worked for the Sullivan County Division of Planning and Environmental Management, focusing on agricultural land use planning and economic development.  Jennifer holds a BA in Peace, War and Defense from the University of North Carolina at Chapel Hill, and an MA in Social Science from the Environment and Community Program at Humboldt State University in Arcata, CA.
    • Edward T. Sykes, Senior Project Manager.  Mr. Sykes was appointed Senior Project Manager effective February 1, 2017.  Prior to this appointment, he served as the Agency’s Executive Director from April through December 2016.  In addition to his work as Senior Project Manager, Mr. Sykes also serves on the Board of Directors.
    • Julio Garaicoechea, Project Manager.  Mr. Garaicoechea provides the necessary administrative, budgeting and financial reporting support to enable the IDA to make responsible and prudent policy and programmatic decisions, and maintains strong working relationships with private stakeholders, elected officials, public agencies, community partner organizations and the business community. Julio holds a MA in Economics from Hunter College in New York City, focusing on the effects of microfinance.
    • Steve White was appointed Chief Executive Officer, starting November 1, 2014.  Prior to his acceptance of CEO with the IDA, Mr. White was a member of the IDA Board between the years 2010 and 2014.
    • Ira Steingart, Chairman of the County of Sullivan IDA.  Appointed on January 11, 2012, by the Sullivan County Legislators. Mr. Steingart is the Sullivan County Legislator from District 8.
    • Suzanne Loughlin, Vice Chair of the County of Sullivan IDA.  Appointed on November 19, 2009, by the Sullivan County Legislators.   Ms. Loughlin is EVP and Chief Administrative Officer of Firestorm Solutions, LLC, a national consulting firm specializing in Crisis Management, Threat Assessment, Business Continuity Planning, and Critical Decision Support.  Ms. Loughlin is also a licensed attorney in the State of New York, and serves as a director on several non-profit boards, including Hudson Valley Pattern for Progress and the Sullivan County Partnership for Economic Development.
    • Sean Rieber, Secretary of the County of Sullivan IDA.  Appointed on June 21, 2012, by the Sullivan County Legislators.  Mr. Rieber resides in Rock Hill and is the President of Rieber Appraisal & Consulting Group, a regional real estate valuation and consulting firm.  Mr. Rieber is a 20 year member and past Chief of the Rock Hill Fire Dept., is a Certified Real Estate Appraiser in NYS and currently serves on the Board of Directors for the Boys and Girls Club of the Town of Wallkill, Pine Bush and Sullivan County.
    • Howard Siegel, Treasurer of the County of Sullivan IDA.  Appointed March 20, 2014, by the Sullivan County Legislators.  Mr. Siegel is currently President and CEO of Irwin Siegel Agency, Inc.  Mr. Siegel currently serves as a board member to a new formed Federally Qualified Health Center (FQHC) operating out of the Bronx and as a board member of Management Services Solutions operating out of New York City.  Past industrial development experience includes serving as a member of the Town of Thompson Planning Board, the Partnership for Economic Development, and as past President of the Monticello Rotary Club.
    • Edward T. Sykes, Assistant Secretary of the County of Sullivan IDA.    Mr. Sykes resides in Callicoon, NY, and is currently the Supervisor of the Town of Delaware.  Mr. Sykes owned Mike Preis Inc. for 25 years and serves on the board of directors of First National Bank of Jeffersonville and the Callicoon Cooperative Insurance Co.  Mr. Sykes is Chairman of Southern Tier Title Agency.  In addition he is a member and past President of the Callicoon Kiwanis Club, retired member of the Callicoon Vol. Fire Dept. and founding member of the Callicoon Business Association.  Mr. Sykes was appointed  to the IDA Board of Directors in 1996.  He resigned in April 2016, and was reappointed to the Board on January 19, 2017.
    • Scott Smith, Assistant Treasurer of the County of Sullivan IDA.  Mr. Smith was appointed to the IDA Board on October 15, 2015, and is the Council Representative for the New England Regional Council of Carpenters, United Brotherhood of Carpenters and Joiners of America.  Mr. Smith was appointed Assistant Treasurer of the IDA on January 11, 2016.
    • Carol Roig, IDA Member.  Appointed March 20, 2014, by the Sullivan County Legislators.  Carol Roig has worked for more than 25 years as a communications and program specialist in the fields of community development, educational reform, energy policy, health planning, social services, tourism, and the arts.  She joined the staff of Sullivan Alliance for Sustainable Development in 2011 and served as Co-Executive Director from 2013 through 2016.
    • Paul Guenther, IDA Member.  Mr. Guenther was appointed to the IDA Board on December 18, 2014.  Former chairman of the New York Philharmonic and Fordham University boards, Mr. Guenther retired in 1995 as president of PaineWebber Group, and is currently a board member of Bethel Woods and SUNY Sullivan.
    • Joseph Perrello, IDA Member.  Mr. Perrello was appointed to the IDA Board on April 21, 2016.  He is the Sullivan County Legislator for District 7.

    Enabling Statute


    AN ACT to amend the general municipal law, in relation to creating and establishing the County of Sullivan Industrial Development Agency and providing for its functions, powers, and duties

    Became a law May 8, 1970, with the approval of the Governor. Passed on Home Rule request pursuant to article IX, section 2 (b)(2) of the Constitution by a majority vote, three-fifths being present

    The people of the State of New York, represented in Senate and Assembly, do enact as follows:

    Section 1. The general municipal law is hereby amended by adding thereto a new section, to be section nine hundred six, to read as follows:

    § 906. County of Sullivan Industrial Development Agency. For the benefit of the county of Sullivan and the inhabitants thereof, an industrial development agency, to be known as the County of Sullivan Industrial Development Agency, is hereby established for the accomplishment of any or all of the purposes specified in title one of article eighteen-A of this chapter. It shall constitute a body corporate and politic, and be perpetual in duration. It shall have the powers and duties now or hereafter conferred by title one of article eighteen-A of this chapter upon industrial development agencies. It shall be organized in a manner prescribed by and be subject to the provisions of title one of article eighteen-A of this chapter. Its members shall be appointed by the governing body of the county of Sullivan. The agency, its members, officers, and employees, and its operations and activities shall in all respects be governed by the provisions of title one of article eighteen-A of this chapter.

    § 2. This act shall take effect immediately.
