    Agency Officers and Members – Biographies:

    • Jennifer C. S. Brylinski, Executive Director of the County of Sullivan Industrial Development Agency, a position she has held since 1994.  As Director, Ms. Brylinski administers the Agency’s Tax Abatement Programs the includes 72 projects, and four Loan Programs.  Ms. Brylinski is also responsible for conducting new economic development initiatives in the County.  The IDA, a local New York Public Authority, has a budget of $375,000 and a Board of nine members.  Was appointed Chief Operating Officer, May 18, 2006, Resolution 18-06. 
    • Elizabeth Hunt has worked for the IDA as Executive Assistant since September of 2001.  Ms. Hunt was appointed Chief Financial Officer, May 18, 2006, by Resolution 18-06.
    • Allan C Scott was appointed Chief Executive Officer, Sept 9, 2003, and is concurrently the President of the Sullivan County Partnership for Economic Development. Prior to his acceptance of CEO with the IDA, Mr. Scott was a member of the IDA Board between the years 1994 and 2003.  Mr. Scott held the Town of Bethel’s highest elected position for 16 years as Town Supervisor.  During those years, he also had the duel responsibility of being an active member of the Sullivan County Board of Supervisors.  Before taking up government work, Mr. Scott was employed in the finance and hospitality industries for approximately 25 years.
    • Ira Steingart, Chairman of the County of Sullivan IDA.  Appointed on January 11, 2012, by the Sullivan County Legislators. Mr. Steingart is the Sullivan County Legislator from District 8.  This position is exempt from Term Limits and is at the pleasure of the County Legislature.
    • Harold Gold, Vice-Chairman of the County of Sullivan IDA.  Appointed on February 8, 1996, by the Sullivan County Legislators.  Mr. Gold is a military veteran, he graduated from the Whorton School, University of Pennsylvania, and from Columbia University wth a major in economics.  Mr. Gold is a local businessman and ran the Fallsburg Gas Company, and spent over twenty years wtih Southern Tier Capital Corporation which was licensed by the SBA.  Mr. Gold’s term expires on January 1, 2014.
    • Charlie Barbuti, Treasurer of the County of Sullivan IDA.  Appointed on March 21, 2002, by the County of Sullivan Legislators.  Mr. Barbuti is a graduate of SUNY Albany and is a lifelong resident of Liberty, NY.  Mr. Barbuti served on the Liberty Central School Board of Education from 1999 to 2003.  Besides successfully managing a retail furniture business for almost 40 years, Mr. Barbuti has served many civic and charitable organizations in various capacities.  Mr. Barbuti’s term expires on January 1, 2014.
    • Raymond Walter, Secretary of the County of Sullivan IDA.  Appointed on February 13, 1992, by the County Board of Supervisors.  Mr. Walter graduated from Rider College (now University) in 1969 with a BS in Commerce, Finance Major.  Mr. Walter was last employed by the First National Bank of Jeffersonville, where he worked for 35 years, the last 14 years as President, CEO.  Mr. Walter retired in 2008, and continues on the Board of Directors as Vice Chairman.  Mr. Walter’s term expires January 1, 2014. 
    • Harris Alport, Assistant Treasurer of the County of Sullivan IDA.  Appointed on June 19, 2003, by the Sullivan County Legislators.  Mr. Alport was born and has lived in Sullivan County his entire life.  Beginning in 1970 he has been part of his family’s wholesale plumbing and heating supply business.  A. Alport & Son, Inc. was founded in 1940 by his grandfather and father.  Currently Mr. Alport serves as Vice President of Alport.  As a result of running a family business he understands the economic complexities of sustaining a profitable business in Sullivan County.  One of Mr. Alport’s main objectives of being on the County of Sullivan IDA is to foster economic growth and job creation in the County.  Mr. Alport’s goal is to make Sullivan County a better community that welcomes small businesses and offers them an environment where they can thrive.  Mr. Alport’s term expires January 1, 2016.
    • Ed Sykes, Assistant Secretary of the County of Sullivan IDA.  Appointed on February 8, 1996, by the County of Sullivan Legislators.  Edward T. Sykes resides in Callicoon, NY, and owned Mike Preis Inc. for 25 years and serves on the board of directors of First National Bank of Jeffersonville and the Callicoon Cooperative Insurance Co.  Mr. Sykes is a current member of the Town of Delaware Council and President and Chairman of Southern Tier Title Agency.  In addition he is a member and past President of the Callicoon Kiwanis Club, retired member of the Callicoon Vol. Fire Dept. and founding member of the Callicoon Business Association.  Mr. Sykes’ term expires January 1, 2014.
    • Suzanne Loughlin, IDA Member.  Appointed on November 19, 2009, by the Sullivan County Legislators.   Ms Loughlin is EVP and Chief Administrative Officer of Firestorm Solutions, LLC, a national consulting firm specializing in Crisis Management, Threat Assessment, Business Continuity Planning, and Critical Decision Support.  Ms Loughlin is also a licensed attorney in the State of New York, and serves as a director on several non-profit boards, including Hudson Valley Pattern for Progress and the Sullivan County Partnership for Economic Development.  Ms. Loughlin’s term expires January 1, 2016.
    • Cindy Garlinghouse, IDA Member.  Appointed on November 19, 2009, by the Sullivan County Legislators.  Ms. Garlinghouse’ term expires January 1, 2016.
    • Steve White, IDA Member.  Appointed on November 18, 2010, by the Sullivan County Legislators.  Mr. White’s term expires January 1, 2016.

    COUNTY OF SULLIVAN INDUSTRIAL DEVELOPMENT AGENCY ENABLING STATUTE
    NEW YORK STATE GENERAL MUNICIPAL LAW CHAPTER 560

    AN ACT to amend the general municipal law, in relation to creating and establishing the County of Sullivan Industrial Development Agency and providing for its functions, powers, and duties

    Became a law May 8, 1970, with the approval of the Governor. Passed on Home Rule request pursuant to article IX, section 2 (b)(2) of the Constitution by a majority vote, three-fifths being present

    The people of the State of New York, represented in Senate and Assembly, do enact as follows:

    Section 1. The general municipal law is hereby amended by adding thereto a new section, to be section nine hundred six, to read as follows:

    § 906. County of Sullivan Industrial Development Agency. For the benefit of the county of Sullivan and the inhabitants thereof, an industrial development agency, to be known as the County of Sullivan Industrial Development Agency, is hereby established for the accomplishment of any or all of the purposes specified in title one of article eighteen-A of this chapter. It shall constitute a body corporate and politic, and be perpetual in duration. It shall have the powers and duties now or hereafter conferred by title one of article eighteen-A of this chapter upon industrial development agencies. It shall be organized in a manner prescribed by and be subject to the provisions of title one of article eighteen-A of this chapter. Its members shall be appointed by the goberning body of the county of Sullivan. The agency, its members, officers, and employees, and its operations and activities shall in all respects be governed by the provisions of title one of article eighteen-A of this chapter.

    § 2. This act shall take effect immediately.
